## Idea The **Regional Greenhouse Gas Initiative**, abbreviated **RGGI** or **ReGGIe**, is an initiative by states and provinces in the Northeastern United States region to reduce greenhouse gas emissions: * [Regional Greenhouse Gas Initiative](http://www.rggi.org/home), homepage. The participants are: * ten states of the U.S.: New York, New Jersey, Delaware, Maryland, and all the New England states, namely Connecticut, Maine, Massachusetts, New Hampshire, Rhode Island, and Vermont. The observers are: * The U.S. state of Pennsylvania and the Canadian provinces of New Brunswick, Ontario, and Québec. Pennsylvania is a large producer of coal.
